New technique alleviates painful bone metastases, study suggests

May 31, 2013 ? A high-dose of ultrasound targeted to painful bone metastases appears to quickly bring patients relief, and with largely tolerable side effects, according to new research presented by Fox Chase Cancer Center scientists at the 49th Annual Meeting of the American Society of Clinical Oncology on Monday, June 3.

During the procedure, known as MR-guided focused ultrasound, doctors direct a concentrated beam of energy to specific nerve endings that are causing pain in bone metastases. These patients typically have a significant amount of discomfort -- half of study participants rated their pain at least a 7 out of 10 -- but within a handful of days, most said they felt significant relief.

Although Fox Chase patients received local anesthesia during the procedure, the most commonly reported side effect was pain -- which can often be alleviated with additional anesthesia, says study author Joshua Meyer, MD, attending physician in the Radiation Oncology Department at Fox Chase. "That's temporary pain, which is gone as soon as the procedure is over," he says. "The whole reason we're doing the procedure is for the pain relief that comes afterwards. And that's relatively quick -- we see a response by a day or so, and within three days of the procedure most patients are reporting a significant improvement."

Specifically, 67% of the 107 treated patients said their pain was "much improved" after the treatment, and that relief continued through the end of the three-month study. In comparison, among a group of 35 patients that received a "sham" treatment -- they entered the machine but did not receive the intervention -- only 20% reported some pain relief, Meyer and his colleagues reported.

During the procedure, patients enter into an MRI machine, which allows clinicians to direct a cone of ultrasound energy at specific, targeted bone sites that are causing pain. The MRI also acts as a thermometer to measure the temperature deep within the body created by the high dose of energy, which generates enough heat to burn the nerve endings that are causing pain.

Although pain relief was durable until the end of the study at 90 days, it's not clear how much longer the pain relief lasts, says Meyer. "We've had reports of patients experiencing pain relief up to a year or more outside of the study."

Typically, patients with bone metastases are treated with radiation, which shrinks the bone cancer that is putting pressure on nerve endings, causing pain. This technique also treats the cancer (MR-guided focused ultrasound may not), but often takes weeks before patients experience pain relief, and not all will respond, says Meyer. In addition, others may not be eligible to receive additional radiation, if they have limited bone marrow function, for instance, he notes. The latest research didn't compare the effectiveness of the ultrasound technique to radiation, but the response to ultrasound appears "within the same ballpark of that in previous studies with radiation."

MR-guided focused ultrasound has been approved by the U.S. Food and Drug Administration, and is available at Fox Chase Cancer Center, as well as a handful of other facilities around the country.

(AP) ? Independent Rhode Island Gov. Lincoln Chafee is joining the Democratic Party ahead of his 2014 bid for a second term, his spokeswoman said Wednesday, confirming a move that Chafee has been talking about for months as a way to better position himself for re-election.

Chafee would not immediately address his party switch when asked about it Wednesday after he exited a ferry from Block Island to the mainland, saying only that he would announce his decision at his local board of canvassers in Warwick on Thursday morning. But he did say his priorities haven't changed.

"All I've cared about since my time in public service started is good, honest, efficient government. That hasn't changed. Nothing has changed since I was a councilman in Warwick," Chafee said.

The governor, a former Republican senator, became a political independent in 2007, the year after he lost re-election to the U.S. Senate. He was elected as the nation's only independent governor in 2010.

Chafee has noted in the past that he shares many positions with Democrats and that joining the party would help with fundraising. He is a supporter of President Barack Obama, who he endorsed ahead of the Democratic primary in 2008, and he spoke at last year's Democratic National Convention. But for local Democrats, the move complicates next year's gubernatorial primary and sets up the possibility of a three-way matchup with Providence Mayor Angel Taveras and Treasurer Gina Raimondo.

"The decision by the governor was one of principles and conviction," said his spokeswoman, Christine Hunsinger. She said Chafee discussed his plans with Obama during a meeting at the White House last week.

Obama said in a statement that he was delighted and thrilled by the decision. He called Chafee an "independent thinker and leader who's unafraid to reach across party lines to get things done" and said he looked forward to working with him in the years ahead. Vermont Gov. Peter Shumlin, chairman of the Democratic Governors Association, said the group was excited to welcome Chafee and looked forward to "enthusiastically supporting whoever emerges as the Democratic nominee in Rhode Island."

Many local Democrats declined to immediately weigh in, with some saying they hadn't been informed of Chafee's plan. House Speaker Gordon Fox had not been told of Chafee's plans, a spokesman for Fox said. Hours after news of the switch broke, Fox issued a statement saying he was pleased Chafee had joined Democrats' ranks.

Taveras responded by highlighting his own party credentials, saying in a statement that he has been "a Democrat and a Red Sox fan my whole life, and I don't intend on changing either."

Raimondo said she is continuing to seriously consider a run for governor.

"The governor's decision to change parties for a second time has not changed my thinking," she said.

Former longtime Democratic Congressman Patrick Kennedy told The Associated Press that the move makes sense for Chafee given his political views, including his support for Obama's health care overhaul and his longtime support for same-sex marriage, which he recently signed into law in Rhode Island.

When asked how he thinks local Democrats will react, given the likelihood that two longtime Democrats are already running for governor, Kennedy, who now lives in New Jersey, said Democrats know Chafee shares their core principles.

"He has been very progressive in those ways and I think he'll find a lot of people embracing him," Kennedy said, adding, "It's not like he's becoming a Democrat for political expediency alone. He's been consistent."

The decision was also consistent with the relationship between Chafee and Obama. The two men briefly served together in the U.S. Senate and in 2008 Chafee endorsed Obama for president over his onetime political ally, Republican Sen. John McCain. When Chafee ran for governor in 2010, Obama declined to endorse the Democrat in the race out of consideration for Chafee. Chafee was a co-chairman of Obama's 2012 campaign, and spoke at the 2012 party convention, where he said he felt welcome.

Registered Democrats outnumber registered Republicans in Rhode Island nearly four to one, although almost half of voters aren't affiliated with any party.

Brown University political science Professor Wendy Schiller said changing parties is a risky move for the governor, setting up a matchup with two of the state's most popular politicians with built-in bases of support.

Taveras is Hispanic and is likely to compete with Chafee for the support of organized labor. Raimondo could win over more conservative Democrats and tussle with Chafee for the party's female voters.

"I still do not see the significant gain for Chafee in switching parties," Schiller said. "Raimondo and Taveras represent the future of the Democratic Party. They span a wide spectrum of Democratic voters. I think he'd really benefit if those two really beat each other up."

Although Rhode Island is heavily Democratic, it has not had a Democratic governor for years. Chafee will become the first Democrat to hold the seat since 1995.

Allan Fung, the Republican mayor of Cranston, who is considering a run for governor, declined to discuss the politics of the governor's move, and predicted a hard-fought Democratic primary.

"Most likely it's going to be a slugfest, and I'm not sure how that's going to play out," he said.

Chafee is son of the late U.S. Sen. John Chafee, a former governor whose name was synonymous with the Republican Party in Rhode Island for decades. When John Chafee died in office in 1999, Lincoln Chafee was appointed to fill his seat, and then won re-election to the post the following year. In the Senate, he voted to the left of many Democrats, opposing the war in Iraq, for example. But he stuck it out as a Republican through his 2006 re-election campaign, which he lost to Sheldon Whitehouse.

He switched parties the following year and made a political comeback in 2010, winning a four-way race for governor with 36 percent of the vote.

As governor, Chafee has struggled with poor approval ratings and some of his policy proposals have fizzled in the face of opposition in the Democratic-controlled General Assembly.

Chafee is a reluctant fundraiser, and he has often depended on personal wealth to fund his campaigns. He told the AP in December that he was considering joining the Democrats to help his chances of winning a second term.

New virus called ?threat to the entire world?

The first death in France from a new SARS-like coronavirus brings the worldwide total for the disease to 27 deaths and 49 infections, CNN reports.

The 65-year-old Frenchman was diagnosed after returning from a stay in Dubai.

According to CNN, the World Health Organization has said that the disease was first seen in Saudi Arabia last year. The virus is "a threat to the entire world," Margaret Chan, WHO's general director, told the network.

The Centers for Disease Control explains that coronaviruses can affect people or animals and, in worst-case scenarios, cause SARS (severe acute respiratory syndrome).?And it notes there's currently no vaccine to protect against human coronavirus infection.

The disease acts like a cold and causes upper respiratory system problems. Symptoms include fever and cough, and can lead to kidney failure and pneumonia.

The WHO has not learned how the new virus spreads, making it difficult to prevent infections. The organization has named it, though: Middle East Respiratory Symptom Coronavirus, or MERS-CoV, according to CNN.

Bachmann?s rise and fall?and what it says about the GOP

There was a time, albeit brief, when polls showed Minnesota Rep. Michele Bachmann topping the 2012 Republican presidential primary field. And that tells you something about the challenges the GOP faces as it tries to rebrand itself as a viable party in presidential politics.

Bachmann, who announced on Wednesday she would not seek re-election to the House, is a tea party favorite popular with many conservative GOP base voters even though she was never fully embraced by the party's leadership in Washington. Outspoken, forceful and attractive?let's not pretend that doesn't matter!?Bachmann's fiery denunciations of President Barack Obama and his policies established her as a national figure and a popular fundraising draw among grass-roots donors even before she launched her presidential campaign.

While her views and style often drew comparisons to the party's 2008 vice presidential nominee, Sarah Palin, it was Bachmann who was willing to step in and compete in the 2012 Republican contest while Palin sat on the sidelines.

Polls showed Bachmann leading the GOP field early in the summer of 2011, and she won the Iowa straw poll, an important organizational test for candidates in the kickoff caucus state. But her candidacy ultimately flamed out amid questions about her grasp of facts. And the positions she espoused on the presidential campaign stage only helped cement the impression of a Republican Party out of touch with a diversifying electorate.

"She had the image of someone determined, disciplined and, in some sense, gutsy," Ruth Mandel of the Center for American Women and Politics at Rutgers University told Yahoo News. "But there was always the question of who is her constituency, and what is her credibility?"

As a presidential hopeful, Bachmann made a strong impression?the only woman in the field and a fierce, unapologetic partisan unafraid of blunt rhetoric. ?I will not rest until Obamacare is repealed," she declared at a debate in New Hampshire. "It?s a promise, take it to the bank, cash the check.?

But Bachmann also spoke of "anchor babies" on the campaign trail when asked about her views on immigration reform. She opposed vaccinating girls against the sexually transmitted human papillomavirus, claiming the vaccine, Gardasil, caused a friend's daughter to become mentally retarded. She compared the U.S. tax burden with the Holocaust. And she repeatedly reaffirmed her opposition to same-sex marriage, the issue that had launched her political activism in Minnesota.

Bachmann was narrowly re-elected to her House seat in 2012, and she has retained a relatively high profile on cable television, regularly laying into Obama over issues including the fatal attack on the diplomatic compound in Benghazi, Libya. Her address at the Conservative Political Action Conference in March drew roars of approval when she accused Obama and his family of a lavish taxpayer-supported lifestyle including a dedicated White House dog walker. The speech was later savaged by fact checkers.

Bachmann also drew a rebuke from Republican Sen. John McCain and others for sending a letter to the State Department suggesting that Huma Abedin, a top aide to Secretary of State Hillary Rodham Clinton, had ties to the Muslim Brotherhood.

Recently, Bachmann said she was "disappointed" with Minnesota over the state's legalization of gay marriage, saying it "denies religious liberty to people who believe in traditional marriage and who do not want to be forced to violate their conscience and sincerely held religious beliefs."

In a video address in which she announced her decision to retire from Congress, she stands firm on her views on that issue and others.

"I will continue to work vehemently and robustly to fight back against what most in the other party want to do to transform our country into becoming?which would be a nation our founders would hardly even recognize today," she says. "I proudly have and I promise you I will continue to fight to protect innocent human life, traditional marriage [and] family values."

Coal India shares jump on Q4 earnings, price hike

MUMBAI (Reuters) - Shares in Coal India Ltd rose as much as 4.5 percent on Tuesday after its January-March earnings beat estimates and after the world's largest coal producer also announced it would raise prices.

Coal India posted a 35 percent increase in fourth-quarter net profit, beating market estimates, on the back of higher sales and lower-than-expected wage and fuel costs. The results came after the close of markets on Monday.

Separately, Coal India said it would raise prices as of Tuesday, adding the hikes would increase revenue by about 21.19 billion rupees for the rest of the fiscal 2013-14 year.

The stock ended up 3 percent at 323.40 rupees.

(AP) ? U.S. stock futures rose sharply to start the week after the three-day holiday weekend and ahead of the latest update on the mood of the American consumer.

Dow Jones industrial futures rose 114 points to 15,421. The broader S&P futures added 13.2 points to 1,663.80. Nasdaq futures rose 28.25 points to 3,020.50.

The Conference Board will release its consumer confidence report at 10 a.m. Eastern Tuesday and economists believe that the reading will rise for the second time in as many months.

The S&P/Case-Shiller home price index for March is also due. Last month, the report showed that prices in the top 20 cities rose 9.3 percent in the past year. It was the fastest year-over-year increase since May 2006.

Skagit River bridge collapse: Not the only one waiting to happen

The bridge that collapsed into the Skagit River north of Seattle will get a short-term patch within weeks, officials say, keeping this busy portion of the I-5 interstate open while the crunched original is replaced.

"We will install a temporary span on the bridge that will restore traffic while we build a safe and durable permanent span adjacent to it," Gov. Jay Inslee said in a statement Sunday. That permanent replacement should be ready by early autumn.

That?s good news for commuters and travelers along this busy highway through the Pacific Northwest into Canada now poking their way along other river crossings. But it?s also a reminder that many older bridges around the country are at risk, in serious need of repair or replacement.

?The crossings are kept standing by engineering design, not supported with brute strength or redundant protections like their more modern counterparts,? the AP reports. ?Bridge regulators call the more risky spans ?fracture critical,? meaning that if a single, vital component of the bridge is compromised, it can crumple.?

Which is exactly what happened when a tractor-trailer carrying a legal oversized load clipped a girder on the I-5 bridge, sending one span and two vehicles plunging into the river below. No one was killed or seriously injured, and the truck driver (who made it across the bridge and immediately stopped) has not been charged.

Vulnerable bridges carry millions of passengers a day. Some examples: In Boston, a six-lane highway near Logan airport includes a "fracture critical" bridge over Bennington Street. In northern Chicago, an I-90 pass that goes over Ashland Avenue is in the same category. An I-880 bridge over 5th Avenue in Oakland, Calif., is also on the list.

There are 66,749 ?structurally deficient? bridges and 84,748 ?functionally obsolete? bridges in the United States, according to the Federal Highway Administration ? about one-fourth of the 607,000 total bridges nationally.

"Since 1989, we've had nearly 600 bridge failures in this country,? Barry LePatner, author of "Too Big to Fall: America's Failing Infrastructure and the Way Forward," told CBS News last August. ?While they're not widely publicized ? a large number of bridges in every state are really a danger to the traveling public."

The Huffington Post notes that in his State of the Union address this year, President Obama urged repairs of "the nearly 70,000 structurally deficient bridges across the country." He proposed a plan called "Fix it First.?

?Investing in infrastructure not only makes our roads, bridges, and ports safer and allows our businesses and workers to be as competitive as they need to be in the global economy, it also creates thousands of good American jobs that cannot be outsourced,? states a White House fact sheet announcing Obama?s infrastructure program. ?The President?s plan will immediately invest $50 billion in our nation?s transportation infrastructure, with $40 billion targeted to the most urgent upgrades and focused on fixing our highways, bridges, transit systems, and airports most in need of repair.?

Instead, Congress failed to avoid the sequester and transportation repair spending faces a $1.9 billion cut.

But what do Chinese think about when they dream? In ?Chasing the Chinese dream,??The Economist?points out the term?s vagueness is both an advantage and a difficulty, a meme able to be fitted to many goals. Militarists see it as more than just an ?American dream? of middle-class prosperity; it?s their dream of a powerful China preeminent on the world stage. The male-dominated online environment in first-person-shooter games is a markedly hostile place for women.

Female gamers playing Halo 3 receive roughly three times as many negative comments compared to a male player, research published in the June issue of New Media & Society found.

?In summary, this study has established that gamers react differently to a female voice than to a male voice or no voice,? Jeffrey H. Kuznekoff and Lindsey M. Rose of Ohio University explained in the study. ?Specifically, gamers reacted more negatively to a female voice than a male voice, even when both voices were communicating the same message.?

For their observational study, the researchers played Halo 3 on the Xbox 360 against 1,660 unique gamers and broadcasted pre-recorded audio clips of either a man or a woman speaking. The audio clips said innocuous things like, ?Hi everybody,? ?I like this map,? ?Nice job so far?, and ?I think I just saw a couple of them heading this way.?

In 163 multiplayer games in which verbal communication occurred, the female voice received roughly three times as many negative comments as the male voice and no voice. In addition, the female voice received more private messages and friend requests from other players.

Kuznekoff and Rose controlled for skill level and win percentage. This ensured that the players were not simply reacting with negative comments because they were frustrated with losing the game. Overall, there was no link between skill level and negative comments.

?On several occasions the female condition was exposed to derogatory gendered language,? the researchers noted in the study. The presumably female player was called a ?whore,? ?stupid slut,? ?hooker,? and ?bitch? for simply for saying ?hi? or ?good game.?

Gender and video games has become a hot topic. While researchers have examined the stereotypical portrayal and objectification of women in video games, the online gaming environment has received relatively little attention.

?The next logical step is to determine exactly what causes this reaction and why gamers feel inclined to communicate in this way,? Kuznekoff and Rose concluded. ?It could be, as others have hypothesized, that characteristics of the communication channel may allow this negative behavior to flourish. It may also be that, within video games, people feel more freedom to express themselves without fearing the consequences of their actions.?

Motor racing-Fernley says costs threaten some F1 teams

MONACO, May 25 (Reuters) - Some Formula One teams face a fight for survival next season when engine costs more than double, Force India deputy principal Bob Fernley said on Saturday.

"You shouldn't underestimate the resolve of Formula One teams, they are incredibly resilient and probably will come through," the Briton told Reuters in an interview at the Monaco Grand Prix.

"But to add to the level of costs to the teams at this time in an economic cycle, one has to question whether they can all survive."

Formula One is introducing a new 1.6 litre V6 turbocharged unit with energy recovery systems in 2014 to replace the existing 2.4 litre V8.

Under a now-lapsed Resource Restriction Agreement (RRA) between teams, the V8 was priced at around 9 million euros ($11.64 million) a season. The new engine will cost more than 20 million.

In-season testing could also be reintroduced next year and teams also face a hike in entry fees.

McLaren team principal Martin Whitmarsh said the teams must also shoulder some of the blame: "F1 badly mismanaged the cost of the development and supply of those new power plants," the Guardian newspaper quoted him as saying.

"We allowed the engineers to be unfettered in dreaming up the regulations, which means teams are now facing big bills."

Fernley said champions Red Bull, Ferrari, Mercedes and McLaren would get a bigger share of revenues under a deal with Bernie Ecclestone, who represents commercial rights holder CVC, but that was of no help to those further down the pecking order.

"How much money is being put into the sport and how much money is being taken out of the sport?," asked Fernley, whose team is owned by Indian liquor tycoon Vijay Mallya and the Sahara Group.

Both Mallya and Sahara have been regularly in the financial headlines with the former's Kingfisher airline grounded by debts of $2.5 billion.

Unlisted Sahara has been ordered by the Indian supreme court to repay billions of dollars it raised from millions of small investors.

Mallya insists the team is separate from his business empire as a privately-owned entity.

"CVC have got an agenda as bankers to make as much money out of their investment as they possibly can and that involves minimal investment. And that is not in the sport's interests. It's the worst combination that you can have," Fernley added.

"I only question the logic of it. Are we actually trying to stack it in a way that is to get rid of teams so they can bring customer teams in maybe?"

CVC could not be contacted immediately for comment.

Ecclestone recently revived talk of top teams being able to provide others with cars, something that Ferrari president Luca di Montezemolo has long been pushing for and others such as Frank Williams are firmly opposed to.

Fernley said Force India were in the Williams camp.

"It's not just Frank. Once you bring in 'customer teams' you've lost the identity of Formula One. And you as a team have lost your identity. So you're now just an appendage," he declared.

"There are four teams that have been given special privilege and those four teams would be the ones that are likely to supply the customer teams. So everything is now moving in the way of the four teams."

The confidential Concorde Agreement that has governed the sport expired at the end of last year and a new one is still being pored over by lawyers with no indication that any signing is imminent.

Ten of the 11 teams - tailenders Marussia being the exception - have signed individual agreements with Ecclestone which will lapse once a new Concorde Agreement is signed.

However, the governing International Automobile Federation (FIA) have yet to agree to anything.

"There isn't a governance process in place at this time. The sport isn't being governed in the way that it has historically been," Fernley said.

"The teams still have to comply with the Concorde Agreement under the agreements they have with the commercial rights holder, CVC. But for the FIA there is no Concorde Agreement. So you're working in a vacuum."

The second-highest official in the Catholic Archdiocese of Newark is stepping down in the wake of a sex scandal involving a former priest accused of violating an agreement with law enforcement barring him from working with children.

Roman Catholic church officials say Monsignor John Doran resigned Friday as vicar general and will no longer hold a leadership position with the archdiocese. Doran signed the agreement the former priest had reached with prosecutors in 2007.

The move is among several changes the archdiocese says it's implementing to protect children. The changes are noted in a letter from Archbishop John Myers, which will be read in Catholic parishes across the archdiocese this weekend.

Myers wrote that an outside review found "operational failures" in the handling of the Rev. Michael Fugee, who resigned this month. But he didn't place the blame for lax oversight on Doran, who had been vicar general for six years.

Doran couldn't be reached for comment Saturday.

Myers has faced heavy criticism over his handling of the case, with victims' advocates and some politicians calling for him to resign. But in the letter, Myers said the archdiocese has an "exemplary record of addressing allegations against our clergy."

The 52-year-old Fugee was convicted in 2003 of fondling a boy in Wyckoff. However, that verdict was vacated because of judicial error. Fugee entered a program to avoid retrial and agreed to never again work with children.

However, he attended youth retreats involving a church in Colts Neck and heard children's confessions.

Among the changes the archdiocese plans is transferring responsibility for monitoring cases such as Fugee's to the Office of the Judicial Vicar. Myers also will add a special adviser to the archdiocesan review board and commit more resources to the panel.

A hidden population of exotic neutron stars

Magnetars ? the dense remains of dead stars that erupt sporadically with bursts of high-energy radiation ? are some of the most extreme objects known in the Universe. A major campaign using NASA's Chandra X-ray Observatory and several other satellites shows magnetars may be more diverse ? and common ? than previously thought.

When a massive star runs out of fuel, its core collapses to form a neutron star, an ultradense object about 10 to 15 miles wide. The gravitational energy released in this process blows the outer layers away in a supernova explosion and leaves the neutron star behind.

Most neutron stars are spinning rapidly ? a few times a second ? but a small fraction have a relatively low spin rate of once every few seconds, while generating occasional large blasts of X-rays. Because the only plausible source for the energy emitted in these outbursts is the magnetic energy stored in the star, these objects are called "magnetars."

Most magnetars have extremely high magnetic fields on their surface that are ten to a thousand times stronger than for the average neutron star. New observations show that the magnetar known as SGR 0418+5729 (SGR 0418 for short) doesn't fit that pattern. It has a surface magnetic field similar to that of mainstream neutron stars.

"We have found that SGR 0418 has a much lower surface magnetic field than any other magnetar," said Nanda Rea of the Institute of Space Science in Barcelona, Spain. "This has important consequences for how we think neutron stars evolve in time, and for our understanding of supernova explosions."

The researchers monitored SGR 0418 for over three years using Chandra, ESA's XMM-Newton as well as NASA's Swift and RXTE satellites. They were able to make an accurate estimate of the strength of the external magnetic field by measuring how its rotation speed changes during an X-ray outburst. These outbursts are likely caused by fractures in the crust of the neutron star precipitated by the buildup of stress in a relatively strong, wound-up magnetic field lurking just beneath the surface.

"This low surface magnetic field makes this object an anomaly among anomalies," said co-author GianLuca Israel of the National Institute of Astrophysics in Rome. "A magnetar is different from typical neutron stars, but SGR 0418 is different from other magnetars as well."

By modeling the evolution of the cooling of the neutron star and its crust, as well as the gradual decay of its magnetic field, the researchers estimated that SGR 0418 is about 550,000 years old. This makes SGR 0418 older than most other magnetars, and this extended lifetime has probably allowed the surface magnetic field strength to decline over time. Because the crust weakened and the interior magnetic field is relatively strong, outbursts could still occur.

The case of SGR 0418 may mean that there are many more elderly magnetars with strong magnetic fields hidden under the surface, implying that their birth rate is five to ten times higher than previously thought.

"We think that about once a year in every galaxy a quiet neutron star should turn on with magnetar-like outbursts, according to our model for SGR 0418," said Jos? Pons of the University of Alacant in Spain. "We hope to find many more of these objects."

Another implication of the model is that the surface magnetic field of SGR 0418 should have once been very strong at its birth a half million years ago. This, plus a possibly large population of similar objects, could mean that the massive progenitor stars already had strong magnetic fields, or these fields were created by rapidly rotating neutron stars in the core collapse that was part of the supernova event.

If large numbers of neutron stars are born with strong magnetic fields then a significant fraction of gamma-ray bursts might be caused by the formation of magnetars rather than black holes. Also, the contribution of magnetar births to gravitational wave signals ? ripples in space-time ? would be larger than previously thought.

The possibility of a relatively low surface magnetic field for SGR 0418 was first announced in 2010 by a team with some of the same members. However, the scientists at that time could only determine an upper limit for the magnetic field and not an actual estimate because not enough data had been collected.

SGR 0418 is located in the Milky Way galaxy at a distance of about 6,500 light years from Earth. These new results on SGR 0418 appear online and will be published in the June 10, 2013 issue of The Astrophysical Journal. NASA's Marshall Space Flight Center in Huntsville, Ala., manages the Chandra program for NASA's Science Mission Directorate in Washington. LA stoplights synchronized but road war endures

(AP) ? It seems that the impossible has occurred: The nation's most congested city has become a model for traffic control.

Yes, gridlock still prevails and drivers' blood pressure still spikes as LA's traffic arteries seize up during every morning and afternoon rush hour.

Yet, with the flip of a switch earlier this year, Los Angeles became a worldwide leader by synchronizing all of its nearly 4,400 stoplights, making it the world's first major city to do so.

The result? Well, it can still be hell to cross the City of the Angels by car. Synchronization has allowed LA to boast of real improvements on paper, however, the average driver won't always be able to discern the difference of a project that took nearly 30 years to complete.

"To be honest with you, I haven't felt it, yet," said Jack Abramyam, who has been driving a cab across LA's mean streets for 20 years.

"Late at night, maybe, yes," Abramyam said as he sat outside his cab on a street in Chinatown recently, waiting for a fare. "But it was never really bad then anyway. During the day it was bad. And it's still bad."

The way synchronization works is simple enough: With all the signals synchronized, if you drive down a street at the posted speed limit you should be able to make every green light ? from one end of this sprawling city of 469 square miles to the other.

Of course there are any number of obstacles that can prevent that.

On a recent mid-afternoon test drive down eight miles of Wilshire Boulevard, for example, I was cut off by a bus, stuck behind more than one right-turner waiting for pedestrians to cross the intersecting street and at one point had my lane blocked by a delivery truck.

Approaching the world famous La Brea Tar Pits ? where prehistoric dinosaurs once got stuck in muck, not traffic ? so many people were waiting to turn left into a parking lot that the street became gridlocked for more than two blocks. The numerous synchronized green lights didn't wait for me. But why would they? With the posted speed limit 35 mph, I was only averaging 15.

Still, once the LA County Museum of Art, the high-rise apartments, the headquarters of porn publisher Larry Flynt and the various other Wilshire Boulevard landmarks were in the rear-view mirror, the pace did pick up. So much so that 11 green lights in a row suddenly materialized. That string ended on the edge of downtown, however, when Wilshire simply became clogged with too many cars. It was a non-rush hour jam that demonstrated that, good as synchronization may be, it isn't a magic, traffic-breaking bullet.

Los Angeles Department of Transportation officials agree.

As they stated in a recent report praising the benefits of synchronized signals, "No traffic signal system is capable of 'fixing traffic.'"

If more motor vehicles show up in the years ahead (and there are already more than 7.1 million of them registered in Los Angeles County, a number greater than that of most states), then officials say LA traffic jams will probably get worse.

That's why, said Clinton Quan, an engineering associate with the Department of Transportation, planners are continuing to push people to ride bicycles, take commuter rail lines and other public transportation and move close enough to work that they can walk there.

The city has added three light rail lines in the last seven years and has more planned. Officials also recently approved plans to allow high-rise apartment and condominium buildings along a corridor in Hollywood where a subway connecting the city's West Side to downtown is supposed to go.

In the meantime, Quan says, the synchronized signal program is putting up some pretty impressive numbers, even if the average driver isn't noticing them. It has reduced the drive time on several major LA corridors, for example, by about 12 percent.

In driver-speak, that means the trip across town that used to take you an hour has been reduced to about 53 minutes.

And that's nothing to shrug at, says Robert Puentes, a senior fellow with the Brookings Institution's metropolitan policy program, which studies among other things the impact of traffic on the quality of life in metropolitan areas.

Several other traffic-clogged cities are looking into instituting similar programs and New York already synchronizes some of its stoplights, said Puentes, who works in Washington, D.C., the ninth-worst traffic-clogged city in the country.

"If you can get a 12 percent reduction on, say, the Washington Beltway, that would be phenomenal," he said.
