El Nino unusually active in the late 20th century: Is it because of global warming?

June 30, 2013 ? Spawning droughts, floods, and other weather disturbances world-wide, the El Ni?o -- Southern Oscillation (ENSO) impacts the daily life of millions of people. During El Ni?o, Atlantic hurricane activity wanes and rainfall in Hawaii decreases while Pacific winter storms shift southward, elevating the risk of floods in California.

The ability to forecast how ENSO will respond to global warming thus matters greatly to society. Providing accurate predictions, though, is challenging because ENSO varies naturally over decades and centuries. Instrumental records are too short to determine whether any changes seen recently are simply natural or attributable to human-made greenhouse gases. Reconstructions of ENSO behavior are usually missing adequate records for the tropics where ENSO develops.

Help is now underway in the form of a tree-ring record reflecting ENSO activity over the past seven centuries. Tree-rings have been shown to be very good proxies for temperature and rainfall measurements. An international team of scientists spearheaded by Jinbao Li and Shang-Ping Xie, while working at the International Pacific Research Center, University of Hawaii at Manoa, has compiled 2,222 tree-ring chronologies of the past seven centuries from both the tropics and mid-latitudes in both hemispheres. Their work is published in the June 30, 2013 online issue of Nature Climate Change.

The inclusion of tropical tree-ring records enabled the team to generate an archive of ENSO activity of unprecedented accuracy, as attested by the close correspondence with records from equatorial Pacific corals and with an independent Northern Hemisphere temperature reconstruction that captures well-known teleconnection climate patterns.

These proxy records all indicate that ENSO was unusually active in the late 20th century compared to the past seven centuries, implying that this climate phenomenon is responding to ongoing global warming.

"In the year after a large tropical volcanic eruption, our record shows that the east-central tropical Pacific is unusually cool, followed by unusual warming one year later. Like greenhouse gases, volcanic aerosols perturb the Earth's radiation balance. This supports the idea that the unusually high ENSO activity in the late 20th century is a footprint of global warming," explains lead author Jinbao Li.

"Many climate models do not reflect the strong ENSO response to global warming that we found," says co-author Shang-Ping Xie, meteorology professor at the International Pacific Research Center, University of Hawaii at Manoa and Roger Revelle Professor at Scripps Institution of Oceanography, University of California at San Diego. "This suggests that many models underestimate the sensitivity to radiative perturbations in greenhouse gases. Our results now provide a guide to improve the accuracy of climate models and their projections of future ENSO activity. If this trend of increasing ENSO activity continues, we expect to see more weather extremes such as floods and droughts."

American killed in Egypt protests, US official confirms

Opponents of Egyptian President Mohamed Morsi burn a Freedom and Justice Party office Friday in Alexandria, Egypt.

A U.S. citizen killed on Friday in Alexandria, Egypt, site of anti-government protests, was identified as Andrew Pochter, the U.S. Embassy in Cairo told NBC News on Saturday.

Kenyon College in Gambier, Ohio, said the 21-year-old student was from Chevy Chase, Md.

In a statement, the school said Pochter was an intern at AMIDEAST, a nonprofit group not affiliated with Kenyon that is engaged in international education, training and development.

"We are providing appropriate consular assistance from our Embassy in Cairo and our Bureau of Consular Affairs at the State Department," a State Department said.

Al Jazeera and Reuters, both quoting doctors and Egyptian security officials, and the Egyptian state news agency MENA reported Friday that Pochter died from a stab wound to the chest in Alexandria.

Gen. Amin Ezzeddin, a senior security official in Alexandria, told Reuters that the American was using a mobile phone camera near an office of President Mohammed Morsi's Muslim Brotherhood as it was being attacked by protesters. He died at a military hospital, Ezzeddin said.

At least 80 other people have been wounded in the Alexandria protests, MENA reported.

The protests are part of the buildup to nationwide "June 30" demonstrations marking a year since Morsi's election. Morsis opponents hope to force early presidential elections, citing a range of social and economic issues.

Morsi's supporters have promised that they will also take to the streets to defend the Muslim Brotherhood-backed government.

"There are no services. We can't find diesel or gasoline," Mohamed Abdel Latif, an accountant, told Reuters. "We elected Morsi, but this is enough."

A shark attacked a kayaker near Pacifica State Beach in Pacifica, California on Tuesday, the latest victim in a rising tally of shark attacks that likely has less to do with burgeoning shark aggression and more to do with more aggressive media coverage of shark incidents.

The victim, Micah Flansburg, was fishing some 100 yards off from the beach at 3:30 p.m. when a Great White shark rose up under the boat and then took it in its teeth. The man was frightened, but unharmed.

"It was intense. It was just like the Discovery Channel where you see the eyes roll to the back of the head and the pink gums and his teeth bared," Flansburg told ABC.

Shark attack news reached a decade high in 2012, with about 80 unprovoked shark attack reports?worldwide, seven of which were fatal. Some eight of those attacks were off the US Pacific coast and another 26 were in Florida, the state that accounts for about half of all shark attacks in the United States, mostly because that state?s appealing beaches are so heavily trafficked. North America as a whole also accounts for about half of all shark attacks worldwide, but researchers are unsure what combination of meteorological, oceanographic, economic, and social factors are to blame for that trend.

Attacks that are considered provoked, such as when a shark attacks someone trying to pet or fish it, are not included in those tallies. Attacks on already drowned humans are also not included.

On the whole, shark attacks have been on upswing over the last century, but scientists have said that those worrying numbers are largely due to increased efforts to document those incidents. Rates have also climbed as people spend more recreational time in the water, especially so in remote areas where sharks once reigned supreme. Other factors in shark attacks, such as climate change, have not yet been adequately studied to be linked to climbing reports of attack rates.

Some 60 percent of all shark attacks are on surfers, since that category of water users are more likely to be in the surf zone, where sharks sometimes lurk. Surfers are also more likely than swimmers to be kicking up water and alerting sharks to their presence.

In the event of a shark attack, scientists at The Florida Museum of Natural History recommend an aggressive response, like hitting its snout or clawing at its eyes or gills.

But that?s a tip we?re unlikely to ever need to use. The odds of becoming a shark attack victim, based on beach attendance rates in the US, is about one in 11.5 million. The odds of dying in an attack are about 0 in 264.1 million ? or, about nil.?

For perspective:

Odds of getting crushed by a vending machine are about 1 in 112 million.

Odds of becoming president are 1 in 10 million.

Odds of dating a supermodel are 1 in 88,000.

Odds of finding a pearl in an oyster are 1 in 12,000.

Odds are, these things are more likely to happen to you than a fatal shark attack.

Odds are, none of these things will happen to you.

Press TV should take legal action against Intelsat

An international lawyer says the English-language news channel, Press TV, should take legal action against the communications satellite services provider, Intelsat, over its latest decision to take Iranian channels off the air.

In an exclusive interview with Press TV on Wednesday, Paul Wolf stated that the Tehran-based news channel reserves the right to free speech, and the recent move by the Luxembourg-based company to suspend its services to Iranian television channels is a clear example of censorship.
He further noted that Press TV should take the case to a court and sue Intelsat over its measure to cease the signal of a news channel that has millions of viewers.
Wolf added that Press TV must explore all available means to win the case and expressed hope that the channel would receive massive support in the case.
On June 19, Intelsat announced its decision to stop the services to Iranian channels including Press TV, citing the illegal sanctions against the president of the Islamic Republic of Iran Broadcasting (IRIB) as pretext.
Intelsat said that it has been ordered by the US government to avoid extending IRIB?s license, noting that it will stop providing services as of July 1.

(AP) ? President Barack Obama and first lady Michelle Obama met privately Saturday with the family of Nelson Mandela.

The meeting was held in Johannesburg at the Nelson Mandela Centre of Memory, which is part of the former South African president's foundation.

It lasted for about a half hour, enough time for a small crowd to gather outside in time for Obama's departure.

The White House didn't say which Mandela family members the Obamas met with.

The president and first lady will not meet with the ailing 94-year-old Mandela, who is hospitalized with a lung infection. The White House says that decision was made in accordance with the wishes of Mandela's family.

Work a Non-Standard Schedule to Avoid Consumer Traps and Laziness

Most people work a 9-to-5 job, Monday through Friday. That leaves a very specific amount of free time on the weekend and little time during the weekdays. David Cain, writing for the creative digital magazine Thought Catalog, argues that this specifically designed lifestyle funnels us into a pattern that makes us lazy, inactive consumers.

The ultimate tool for corporations to sustain a culture of this sort is to develop the 40-hour workweek as the normal lifestyle. Under these working conditions people have to build a life in the evenings and on weekends. This arrangement makes us naturally more inclined to spend heavily on entertainment and conveniences because our free time is so scarce.

Businesses create services to help us do the things we can't find the time or desire to do on our own because we're almost or actually burnt out. Entertainment takes place on the weekend because most people have the time to indulge then. When we have time off, we're supposed to fill it with entertainment because that requires only as much time as we have and costs something. Physical activity, relaxing, and other free activities often have a higher time cost, plus we're tired, and so we opt for what is advertised to us. It's just easier.

A non-standard work schedule, however, helps to solve this problem. If your "weekend" falls during the week?at least partially?you get to spend your free time when advertisers don't expect it. You end up with less direction in your day. That said, you still suffer from limits. That's why it's so important to set time boundaries at work?so you don't burn yourself out. You can also ask your boss to let you work four days instead of five. If you can get just as much done and keep your quality of work equally high, you don't need to work for 40 hours. Instead, you can use that time to stay healthier, happier, and start to avoid sinking into the standard workplace trap. It isn't a perfect solution, but it's a start.

The Fourth of July is a great day in the history of the United States of America. On this coming Thursday, July 4, we will celebrate the 237th anniversary of the signing of the Declaration of Independence. The Second Continental Congress meeting in Philadelphia in 1776 officially declared the independence of our country on July 2, when it approved a resolution by Virginia's Richard Lee declaring that from that time on the United States would not be subject to England or to any other country. Two days later that the same congress approved the written statement, the Declaration of Independence, proclaiming to the nations of the world the reason for, and theories behind, our determination on being independent.

In that same year, 1776, John Adams declared that each year thereafter we as a country should celebrate our independence by using fireworks. We also celebrate the birthday of our country by doing such things as flying the American flag, listening to political speeches highlighted with patriotic phrases, and gathering in backyards for family cookouts and in parks for picnics.

I'm a patriotic United States citizen, and I like flying the flag, gathering for a family cookout or picnic, followed by attending a fireworks show. And for as long as I can remember my family has celebrated the Fourth of July in those ways. But this year I am going to add a new feature to my Fourth of July celebration. When I gather with my family to celebrate, I'm going to tell them about an experience I've had over the past week that makes me even prouder of being a United States citizen. Here's what happened.

The French and Untied States Governments brought sixteen young French adults, all in their twenties, from France to spend two week in the United States to learn about how NGOs (non-governmental organizations) in the United States provide various social services. They spent their first week in the Washington, D.C., area and the second week in St. Louis, and I was the St. Louis, Missouri, coordinator for the program.

Among other things, it was my responsibility to make arrangements for the two French women and fourteen men to visit non-governmental organizations in the Greater St. Louis Area that provide various kinds of social services and to learn how they are organized and how they raise the money needed to fulfill their respective missions. It was a rewarding experience that makes me even more patriotic than ever.

I learned about the many heartwarming services that these various not-for-profit organizations provide for people in need. I learned about the services provided for people who, for whatever reason, have been unable to take care of and provide adequately for themselves. For example, I learned about the protective services they provide for women who have fled from abusive relationships and are trying to find a safe haven for themselves and any children they have, and the assistance they provide these same women in seeking permanent housing and adequate employment.

I learned about the services provided the expectant mother--the wed and unwed--who is without support from family or friends and who is without food and shelter and proper pre-natal care and has no idea about where she will live after her baby is born and how she will be able to care and provide for herself and her new child.

I observed the volunteers at work in following the system that had been developed over a long trial-and-error time frame in providing clothes for people who stood in a block-long line in the hot sun working their way up to the door that led to the room where they were given clothes that had been donated to the agency and whose volunteers had mended and cleaned and sorted by sizes.

I learned about the help being given to returning veterans who are finding it difficult to adjust to civilian life, who got hooked on alcohol or drugs while in the service, or who are unable to give up the fighting ways they learned in the military and are abusive to family members, or who are having trouble finding and keeping suitable employment.

I learned about the terrible difficult task of working with the homeless who suffer from mental disease, and drug addiction. I learned about the AA Meetings they have in their agencies and the twenty-four hour support systems they have for the addicted person who has kicked the habit but is in constant danger of backsliding.

I learned about the great number of services provided for mentally handicapped children and their parents. I learned about the medical facilities and schools and colleges provided for our children and young adults. I learned about the adoption services provided for children without a home.

I learned about the services provided for our aged people, including the special services for those suffering with Alzheimer's.

I learned about the truck loads of goods collected and delivered to flood and hurricane and fire victims nearby and far away.

I learned about the work some of these agencies are doing in rebuilding deteriorated urban neighborhoods.

I learned about the services provided immigrants and refugees and their families, some of whom arrive with very little of anything other than themselves.

And I have been reminded of the many federal and state laws that make it possible for not-for-profit organizations to exist and receive tax-deducted contributions. And I learned about their many board members, volunteers, and contributors who make this all possible. Do I need to go any further?

We often hear about the bad things going on in our cities, and there are many bad things happening. But what I witnessed this past week, day after day and visit after visit, was kindness, love, and generosity--Americans giving to Americans. And, in my opinion, it would be good for all citizens to take the time really to learn about the menu of loving and caring services that are made possible by the generosity of Americans.

Yes, I am a proud and patriotic United States citizen, and this Fourth of July I will fly the American flag just a little higher than in past years.

NASA launches sun-watching satellite from Calif.

VANDENBERG AIR FORCE BASE, Calif. (AP) ? NASA launched a satellite late Thursday on a mission to explore a little-studied region of the sun and to better forecast space weather that can disrupt communications systems on Earth.

Unlike a traditional liftoff, the Iris satellite rode into Earth orbit on a Pegasus rocket dropped from an airplane that took off around sunset from the Vandenberg Air Force Base on California's central coast. About 100 miles off the coast and at an altitude of 39,000 feet, the airplane released the rocket, which ignited its engine for the 13-minute climb to space.

Mission controllers clapped after receiving word that Iris separated from the rocket as planned, ready to begin its two-year mission.

"We're thrilled," NASA launch director Tim Dunn said in a NASA TV interview.

The launch went smoothly, but there were some tense moments when communications signals were temporarily lost. Ground controllers were able to track Iris by relying on other satellites orbiting Earth. It also took longer-than-expected for Iris to unfurl its solar panels.

In a statement, NASA said it received confirmation that the satellite deployed its solar panels and was generating power.

Previous sun-observing spacecraft have yielded a wealth of information about our nearest star and beamed back brilliant pictures of solar flares.

The 7-foot-long Iris, weighing 400 pounds, carries an ultraviolet telescope that can take high-resolution images every few seconds.

Unlike NASA's Solar Dynamics Observatory, which observes the entire sun, Iris will focus on a little-explored region that lies between the surface and the corona, the glowing white ring that's visible during eclipses.

The goal is to learn more about how this mysterious region drives solar wind ? a stream of charged particles spewing from the sun ? and to better predict space weather that can disrupt communications signals on Earth.

"This is a very difficult region to understand and observe. We haven't had the technical capabilities before now to really zoom in" and peer at it up close, NASA program scientist Jeffrey Newmark said before the launch.

The mission is cheap by NASA standards, costing $182 million, and is managed by the space agency's Goddard Space Flight Center.

Engineers will spend a month making sure Iris is in perfect health before powering on the telescope to begin observations.

The launch was delayed by a day so that technicians at the Air Force base could restore power to launch range equipment after a weekend outage cut electricity to a swath of the central coast.

The Pegasus, from Orbital Sciences Corp. of Dulles, Va., is a winged rocket designed for launching small satellites. First flown in 1990, Pegasus rockets have also been used to accelerate vehicles in hypersonic flight programs.

Roads, rail top targets as Britain seeks economy boost through infrastructure

LONDON (Reuters) - The government promised on Thursday to upgrade roads and carry out what it said was the biggest rail investment in more than 100 years in a strategy to get the economy growing while keeping spending tight.

A day after Chancellor George Osborne announced the latest round of budget cuts, his deputy, Danny Alexander, detailed 100 billion pounds in capital investment plans, calling them "the most comprehensive, ambitious and long-lasting" ever.

Britain's economy is still struggling to generate growth to help narrow one of Europe's biggest budget deficits. Living standards suffered their biggest drop in a generation at the start of 2013, data showed on Thursday.

Alexander said 28 billion pounds would be spent by the government on improving roads from 2014 to 2020 - including enough cash to resurface 21,000 miles - and that it would support 30 billion pounds in rail investments.

A long-awaited announcement of a guaranteed electricity price for renewable energy investors was aimed at making investments in technologies such as wind power and biomass more attractive and less risky to private operators.

The government also announced a guarantee to help build a new nuclear power station at Hinkley Point in the south-west of England, for which French utility group EDF won planning permission in March.

The overall spending plan put some flesh on the bones of 300 billion pounds in capital spending commitments set out until 2020. Thursday's announcement was not a new injection of cash; the significance was in the details of where it would be spent.

The Conservative party, which dominates the ruling coalition, wants to persuade voters it is not just focused on spending cuts as it prepares for the 2015 general election. Its tough austerity drive has been criticised by the International Monetary Fund while two of the three main credit rating agencies have downgraded Britain's prized triple-A status.

PRIVATE INVESTMENT

Much of Thursday's announcement was aimed at drawing in private sector investment, a key tenet of Conservative plans to get maximum economic benefit out of scarce public cash.

But it did not clear up doubts about how quickly Britain could start to get new projects up and running.

"The construction industry and the broader economy will be disappointed in today's announcement as we will only see an economic boost when the shovels hit the ground on these projects," said Nick Prior, head of infrastructure at business advisory firm Deloitte.

The opposition Labour party, which has called for more short-term spending to revive the economy but has been wary about committing itself to increased borrowing, said no investment had been brought forward to 2013 or 2014.

"When is the government going to pull its finger out and actually start to build some of these things?" said Chris Leslie, a Labour spokesman for economic issues.

The government also promised an injection of 3 billion pounds into building new affordable housing - enough, it said, for 165,000 new homes - along with a 12-year rent guarantee to encourage private housing associations to build new projects.

Alexander said 16 billion pounds from 2015 onwards had been earmarked for rail expenditure, including the government's flagship high-speed rail project, designed to improve links between London, the Midlands and the north of the country.

On Wednesday, Britain's transport secretary said the cost of the rail project had risen by almost 10 billion pounds, highlighting the pitfalls of long-term capital projects.

Tesla Motors continues to buck the odds, celebrating a major victory in the North Carolina Senate this week. The North Carolina Automobile Dealers -- concerned about competition -- set its sights on the green car company last month when it endorsed a bill that would've significantly curtailed Tesla's ability to sell vehicles in the state. The legislation, supported by the Senate's Commerce Committee, targeted direct-to-consumer sales which eliminate the need for dealerships. But Elon Musk and friends proved that it wouldn't be quite so easy to squeeze them out of NCAD's territory -- Tesla took both North Carolina Governor Pat McCrory and House Speaker Thom Tillis on test drives to show off the car's capabilities. Musk's strategy seems to have paid off, as the North Carolina House of Representatives struck down the bill on Tuesday. With another victory under its belt, Tesla's upward momentum shows few signs of slowing down anytime soon.

U.S. boss held hostage now free

BEIJING (AP) ? An American boss detained nearly a week by his company's Chinese workers left the Beijing factory Thursday after he and a union representative said the two sides reached agreement in a pay dispute.

Chip Starnes, who said he was "saddened" by the experience, told The Associated Press a deal was reached overnight to pay the scores of workers who had demanded severance packages similar to ones given to laid-off co-workers in a phased-out division, even though the company said the remaining workers weren't being laid off.

Remaining workers at the medical supply plant in Huairou district, on the outskirts of Beijing, had said they believed the entire factory was shutting down, saying the company owed unpaid salary and that they saw equipment being packed and itemized for shipping to India.

Neither Starnes nor district labor official Chu Lixiang gave details of the agreed compensation. Chu said all of the workers would be terminated, and Starnes said some of them would be rehired later.

"It has been resolved to each side's satisfaction," Chu told reporters at a conference room at the plant in late morning. She said they had been sorting out paperwork until 5 a.m. and that 97 workers had signed settlement agreements.

Starnes, a co-owner of Florida-based Specialty Medical Supplies, had quietly departed the factory grounds by the time Chu spoke. He has returned to his hotel.

About 80 workers had started blocking all exits starting last Friday, and Starnes had spoken to reporters in recent days through the barred window of his factory office.

Earlier Thursday, he said in a telephone interview that he had been forced to give in to what he considered the workers' unjustified demands. He summed up the past several days as "humiliating, embarrassing." At the beginning of his captivity, workers had deprived him of sleep by shining bright lights and banging on windows of his office, he said.

"We have transferred our funds from the U.S.," he said. "I am basically free to go when the funds hit the account here of the company."

Police in Huairou district had made no moves to halt the labor action but guarded the plant and said they were guaranteeing Starnes' safety while local labor officials brokered negotiations.

It is not rare in China for managers to be held by workers demanding back pay or other benefits, often from their Chinese owners. Police are reluctant to intervene, as they consider it a business dispute.

Starnes told the AP he planned to get back to business, and even rehire some of the workers who had been holding him. "We're going to take Thursday off to let the dust settle, and we're going to be rehiring a lot of the previous workers on new contracts as of Friday," he said.

Starnes previously said the company had been winding down its plastics division, with plans to move it to Mumbai. He arrived in Beijing last week to lay off the last 30 people. Workers in other divisions started demanding similar severance packages.

Obama jabs Russia, China on failure to extradite Snowden

DAKAR (Reuters) - U.S. President Barack Obama said on Thursday he would not start "wheeling and dealing" with China and Russia over a U.S. request to extradite former American spy agency contractor Edward Snowden.

Obama, who appeared concerned that the case would overshadow his three-country tour of Africa begun in Senegal, also dismissed suggestions that the United States might try to intercept Snowden if he were allowed to leave Moscow by air.

"No, I'm not going to be scrambling jets to get a 29-year-old hacker," he told a news conference in Dakar, a note of disdain in his voice. Snowden turned 30 last week.

Obama said regular legal channels should suffice to handle the U.S. request that Snowden, who left Hong Kong for Moscow, be returned to the United States.

He said he had not yet spoken to China's President Xi Jinping or Russian President Vladimir Putin about the issue.

"I have not called President Xi personally or President Putin personally and the reason is ... number one, I shouldn't have to," Obama said sharply.

"Number two, we've got a whole lot of business that we do with China and Russia, and I'm not going to have one case of a suspect who we're trying to extradite suddenly being elevated to the point where I've got to start doing wheeling and dealing and trading on a whole host of other issues."

Snowden fled the United States to Hong Kong in May, a few weeks before publication in the Guardian and the Washington Post of details he provided about secret U.S. government surveillance of Internet and phone traffic.

The American, who faces espionage charges in the United States and has requested political asylum in Ecuador, has not been seen since his arrival in Moscow on Sunday. Russian officials said he was in a transit area at Sheremetyevo airport.

A Russian immigration source close to the matter said Snowden had not sought a Russian visa and there was no order from the Russian Foreign Ministry or Putin to grant him one.

CHARGES OF U.S. HYPOCRISY

Snowden's case has raised tensions between the United States and both China and Russia. On Thursday, Beijing accused Washington of hypocrisy over cyber security.

Obama's remarks in Senegal seemed calibrated to exert pressure without leading to lasting damage in ties with either country.

"The more the administration can play it down, the more latitude they'll have in the diplomatic arena to work out a deal for him (Snowden)," said Andy Smith, director of the University of New Hampshire Survey Center.

Obama indicated that damage to U.S. interests was largely limited to revelations from Snowden's initial leak.

"I continue to be concerned about the other documents that he may have," Obama said. "That's part of the reason why we'd like to have Mr. Snowden in custody."

Still, Snowden's disclosures of widespread eavesdropping by the U.S. National Security Agency in China and Hong Kong have given Beijing considerable ammunition in an area that has been a major irritant between the countries.

China's defense ministry called the U.S. government surveillance program, known as Prism, "hypocritical behavior."

"This 'double standard' approach is not conducive to peace and security in cyber space," the state news agency Xinhua reported, quoting ministry spokesman Yang Yujun.

In Washington, the top U.S. military officer dismissed comparisons of Chinese and American snooping in cyber space.

"All nations on the face of the planet always conduct intelligence operations in all domains," Army General Martin Dempsey, the chairman of the Joint Chiefs of Staff, told an audience at the Brookings Institution.

"China's particular niche in cyber has been theft and intellectual property." Dempsey said. "Their view is that there are no rules of the road in cyber, there's nothing, there's no laws they are breaking, there's no standards of behavior."

In Ecuador, the leftist government of President Rafael Correa said it was waiving preferential rights under a U.S. trade agreement to demonstrate what it saw as its principled stand on Snowden's asylum request.

Correa told reporters Snowden's situation was "complicated" because he has not been able to reach Ecuadorean territory to begin processing the asylum request.

"In order to do so, he must have permission of another country, which has not yet happened," Correa said.

In a deliberately provocative touch, Correa's government also offered a multimillion dollar donation for human rights training in the United States.

The U.S. State Department warned of "grave difficulties" for U.S.-Ecuador relations if the Andean country were to grant Snowden asylum, but gave no specifics.

"USEFUL" CONVERSATIONS

Obama said the United States expected all countries that were considering asylum requests for the former contractor to follow international law.

The White House said last week that Hong Kong's decision to let Snowden leave would hurt U.S.-China relations. Its rhetoric on Russia has been somewhat less harsh.

Putin has rejected U.S. calls to expel Snowden to the United States and said the American should choose his destination and leave the Moscow airport as soon as possible.

Obama acknowledged that the United States did not have an extradition treaty with Russia, but said such a treaty was not necessary to resolve all of the issues involved.

He characterized conversations between Washington and Moscow as "useful."

Washington is focused on how Snowden, a former systems administrator for the contractor Booz Allen Hamilton, gained access to National Security Agency secrets while working at a facility in Hawaii.

NSA Director Keith Alexander on Thursday offered a more detailed breakdown of 54 schemes by militants that he said were disrupted by phone and internet surveillance, even as the Guardian newspaper reported evidence of more extensive spying.

In a speech in Baltimore, Alexander said a list of cases turned over recently to the U.S. Congress included 42 that involved disrupted plots and 12 in which surveillance targets provided material support to terrorism.

The Guardian reported that the NSA for years collected masses of raw data on the email and Internet traffic of U.S. citizens and residents, citing a top-secret draft report on the program prepared by NSA's inspector general.

(AP) ? The health department says one person has died and at least 85 others were injured in clashes between supporters and opponents of Egypt's President Mohamed Morsi in the Mediterranean city of Alexandria.

Thousands of anti-Morsi protesters marched toward the Muslim Brotherhood headquarters Friday, where up to a 1,000 supporters of the president's political group were deployed. Fighting erupted when someone on the Islamist side fired birdshots on the marchers, according to an Associated Press cameraman at the scene. Later, opposition protesters broke into the headquarters and torched it.

The health department reported one death in the fighting, without elaborating. It was not immediately known which side the victim belonged to.

Man charged in scheme involving Romney tax returns

NASHVILLE, Tenn. (AP) -- A Tennessee man was charged Wednesday in a scheme involving former Republican presidential nominee Mitt Romney's income tax returns during the 2012 campaign.

The U.S. Justice Department said a federal grand jury in Nashville indicted Michael Mancil Brown, 34, of Franklin, and charged him with six counts of wire fraud and six counts of extortion.

Brown is accused of having an anonymous letter delivered to the PricewaterhouseCoopers LLP accounting firm in Franklin last August, demanding that $1 million in digital currency be deposited to a Bitcoin account to keep some of Romney's income tax returns from being released. The Justice Department said Brown falsely claimed that he had gained access to the PricewaterhouseCoopers internal computer network and stolen tax documents for Romney and his wife, Ann Romney, for tax years before 2010.

A phone number listed for Brown had a message saying it was not receiving incoming calls. He did not immediately return an email message sent Wednesday evening.

The letter said interested parties who wanted the purportedly stolen returns released could contribute $1 million to another Bitcoin account. Bitcoin is a hard-to-trace form of electronic cash.

The Justice Department statement said similar letters were delivered to Democratic and Republican party offices in Franklin.

The letters claiming two decades' worth of the Romneys' tax returns had been stolen came amid last year's Republican and Democratic conventions.

At the time, Romney had steadfastly declined to release more than one year of tax returns, for 2010, and Democrats were trying to portray him as so wealthy he was out of touch with middle-class voters. Last fall, Romney also released his income tax returns for 2011.

Computer thumb drives were delivered with the demand. The letter said the tax returns delivered on the thumb drives were encrypted and more copies would be sent to "all major news media outlets" with the passwords to be released if payment wasn't made.
