Obama taps Krueger for economic post (AP)
WASHINGTON ? President Barack Obama has chosen labor economist Alan Krueger for a top administration post as the White House scrambles for solutions to boost a fragile economy with the 2012 election looming.
The White House said Monday that Obama is nominating Krueger to head the White House Council of Economic Advisers. If confirmed by the Senate, he would replace Austan Goolsbee, who left the administration earlier this month.
"Alan understands the difficult challenges our country faces, and I have confidence that he will help us meet those challenges as one of the leaders on my economic team," Obama said in a statement.
That team looks far different now than the one Obama first brought with him to the White House over three years ago. Advisers Larry Summers, Christina Romer and Goolsbee have now all departed, as Obama continues to struggle with perceptions the economy is stuck in low gear on his watch.
Treasury Secretary Timothy Geithner is the only remaining top official from Obama's original economics team. Last month, the Treasury Department announced that Geithner would stay on, ending speculation he would leave the administration.
Krueger spent the first two years of the Obama administration as an assistant Treasury secretary for economic policy. In 2010, he returned to Princeton University, where he has served on the faculty for more than 20 years.
While at Treasury, Krueger worked on the popular "Cash for Clunkers" program that gave people rebates for buying new, more fuel-efficient vehicles and the HIRE Act, which gave businesses tax incentives to give jobs to the unemployed.
Krueger is likely to become an important public face for the administration on the economy. Both Roemer and Goolsbee, Obama's two previous CEA chairs, were frequent spokesmen for the president, appearing on television and at White House events to promote the president's policies.
That role could be even more important in the coming months, as a host of would-be Republican successors travel around the country, campaigning hard for the GOP presidential nomination by focusing, in no small part, on Obama's handling of the economy.
The national unemployment rate remains at 9.1 percent and has shown little improvement over the past year, despite the more than $800 billion stimulus program that Obama got Congress to pass not long after he took office. The economy also has been on a dual track of slow growth and ballooning deficits, and Obama saw the nation's credit rating downgraded by Standard & Poor's earlier this year as he fought congressional Republicans for weeks for a program to slow the flow of red ink.
The White House and Republican congressional leaders ultimately agreed to a compromise deal to increase the government's borrowing authority in early August, on the cusp of default, but the S&P credit rating was lowered from AAA to AA+, nevertheless.
Obama took to the road for a series of town-hall style meetings just before he went on vacation, seeking to explain his efforts to promote economic growth and attack the stubborn high joblessness. He and his aides have suggested he'll bring forth a new jobs plan when Congress returns after the Labor Day recess.
Appearing Monday on MSNBC, Goolsbee said that "we're still in a pretty tough spot" on the economy.
"When you come out of a recession, especially one as deep as we were in, you can't just go back to do what you were doing before," he said. He said growth had picked up in 2010 but "this year we've taken some heavy blows."
He said that investing and focusing on the "industries of the future" are the kinds of policy directions the country needs to pursue.
Goolsbee said he doesn't think that bringing another stimulus program forward is necessarily a good idea, and maybe there should be some kind of tax incentives for companies to hire.
Goolsbee left the administration to return to the University of Chicago, but is expected to play an informal role in Obama's re-election campaign.
Krueger's appointment was first reported by the Wall Street Journal.

CARACAS, Venezuela (AP) ? President Hugo Chavez thanked Venezuelans on Sunday for praying for his health as he undergoes a third round of chemotherapy at a military hospital in Caracas, this time getting the cancer treatment at home rather than Cuba.
Chavez walked into the Dr. Carlos Arvelo Military Hospital accompanied by his daughter Rosa and aides late Saturday. He said his treatment has been going well and aims to prevent reappearance of cancer cells more than two months after he underwent surgery.
"From here, I join all these prayers and masses for the health of all of us," Chavez tweeted Sunday. "God bless you!"
"I want to salute and congratulate all the employees that work at our marvelous Military Hospital," he added in another tweet.
State television broadcast footage of a prayer meeting in Chavez's home state of Barinas, where dozens of Venezuelans listened to a priest who urged government supporters to pray for the president's quick recovery.
"We love you ? your mother, your father and your brothers and all of your family and friends," Chavez's father, Hugo de los Reyes Chavez, said at the prayer meeting. "All the people love you very much."
"Take care of yourself in this battle," he added.
Chavez, who often jokes about relatively serious personal matters, said he was enjoying the preparations before treatment.
"I'm having fun here! And finishing the preparations for my chemotherapy," he said in a third tweet, apparently sent from the hospital before beginning the treatment.
Before entering the hospital, Chavez said on television Saturday that he and his team of Cuban and Venezuelan doctors decided it would be all right for him to undergo chemotherapy in Venezuela after his latest round of medical tests Friday.
"I'm determined to continue living," Chavez said at the hospital. "It's not time to die. What we have to do still is a great deal."
Chavez, who was first elected in 1998, has vowed to bounce back and win re-election in 2012.
Before going to the hospital, Chavez appeared on a balcony of the presidential palace waving to a crowd of cheering supporters. They included a group that played Afro-Venezuelan music, beating on drums and dancing. Some chanted: "Onward, commander!"
The leftist leader swung his hips to the music and saluted black Venezuelans, saying: "Down with racism."
Chavez expressed optimism that he is overcoming cancer, referring to the "illness I had." He said he was making arrangements with his vice president, Elias Jaua, and other officials in order to "continue with this rhythm of treatment."
Chavez underwent surgery in Cuba that removed a cancerous tumor from his pelvic region in June. He has not specified where the tumor was located but said the latest follow-up tests haven't detected any sign of malignant cells in his body. He said the chemotherapy is a preventive measure.
Chavez has appeared with his head shaved the past few weeks after his hair began to fall out as a result of chemotherapy.
The president said during a televised Cabinet meeting on Saturday that he expects to disappear from public view in the coming days but will remain in contact with government officials and his supporters by phone and Twitter.
"In the coming hours, between today and tomorrow we'll be preparing for the third cycle," Chavez said.

Federal judge blocks Ala. illegal immigration law
BIRMINGHAM, Ala. (AP) ? A federal judge temporarily blocked enforcement of Alabama's new law cracking down on illegal immigration, ruling Monday that she needed more time to decide whether the law opposed by the Obama administration, church leaders and immigrant-rights groups is constitutional.
The brief order by U.S. District Judge Sharon L. Blackburn means the law ? which opponents and supporters alike have called the toughest in the nation ? won't take effect as scheduled on Thursday. The ruling was cheered both by Republican leaders who were pleased the judge didn't gut the law and by opponents who compare it to old Jim Crow-era statutes against racial integration.
Blackburn didn't address whether the law is constitutional, and she could still let all or parts of the law take effect later. Instead, she said she needed more time to consider lawsuits filed by the Justice Department, private groups and individuals that claim the state is overstepping its bounds.
The judge said she will issue a longer ruling by Sept. 28, and her temporary order will remain in effect until the day after. She heard arguments from the Justice Department and others during a daylong hearing last week.
Similar laws have been passed in Arizona, Utah, Indiana and Georgia. Federal judges already have blocked all or parts of the laws in those states.
Among other things, the law would require schools to verify the citizenship status of students, but it wouldn't prevent illegal immigrants from attending public schools.
The law also would make it a crime to knowingly assist an illegal immigrant by providing them a ride, a job, a place to live or most anything else ? a section that church leaders fear would hamper public assistance ministries. It also would allow police to jail suspected illegal immigrants during traffic stops.
Finding a way to curtail public spending that benefits illegal immigrants has been a pet project of Alabama conservatives for years. Census figures released earlier this year show the state's Hispanic population more than doubled over a decade to 185,602 last year, and supporters of the law contend many of them are in the country illegally.
Isabel Rubio, executive director of the Hispanic Interest Coalition of Alabama, which is among the groups that sued over the law, hopes Blackburn will block it entirely but was happy with the temporary reprieve.
"We are pleased that Judge Blackburn is taking more time to study the case," she said.
Republican Gov. Robert Bentley said he would continue to defend the law, and GOP leaders in the House and Senate praised Blackburn ? a Republican appointee ? for taking time to fully consider the law.
"We must remember that today's ruling is simply the first round in what promises to be a long judicial fight over Alabama's right to protect its borders," said House Majority Leader Micky Hammon of Decatur. "To put it in sports terms, it is the first half-inning of the first game of a seven-game World Series."
While the Obama administration contends the state law conflicts with federal immigration law, state Sen. Scott Beason, R-Gardendale, contends the federal government isn't doing its job enforcing immigration laws. Beason said that he spent years researching immigration law to help write the 70-plus page law, and that it's unrealistic to expect a judge to go through it all in a few days.
"You just can't do that," he said.

NEW YORK (AP) ? Bank of America Corp. is selling half of its stake in China Construction Bank Corp. to raise cash and shore up its capital base.
The nation's largest bank by assets said Monday it will sell 13.1 billion shares in the Chinese bank for $8.3 billion to a group of investors it declined to name. The sale, which had been expected, will generate a gain of $3.3 billion for Bank of America.
The news came four days after the Charlotte, N.C. bank got a $5 billion investment from Warren Buffett's Berkshire Hathaway Inc., which provided a big boost to Bank of America's battered stock. The billionaire investor made investments in other major companies such as Goldman Sachs Group Inc., helping restore confidence in them when they were out of favor.
Bank of America rose 40 cents, or 5.2 percent, to $8.16 Monday after news of the sale came out. The stock closed at $6.30 last Tuesday, two days before Berkshire announced its investment.
After the sale, Bank of America will still own about 5 percent of China Construction Bank. It currently owns about 10 percent.
The sale is the bank's latest move to increase its capital base to comply with new international regulations created following the global meltdown. The rules require big financial institutions to hold more cash.
Finance Chief Bruce Thompson says the bank raised about $5.8 billion in August. That comes on top of cash and cash-equivalent securities of $402 billion at the end of second quarter.
The bank has faced many problems stemming from its 2008 purchase of the nation's largest mortgage lender, Countrywide Financial Corp., as well as other issues. Bank of America has lost $15.3 billion in the last four quarters. Its revenue fell 34 percent in the first half of 2011 compared with last year after new regulations cut into the fees it collects from checking account overdrafts and credit cards.
Half of all U.S. households have an account or do business with Bank of America, making it more exposed than its rivals to weakness in the economy.
On Aug. 8, American International Group Inc. sued the bank for more than $10 billion, claiming Bank of America deceived the insurer by selling it faulty mortgage investments. Bank of America has already paid a total of $12.7 billion this year to settle similar claims, but that suit increased worries that more investors would sue and further drain the bank's cash reserves.

This week the Coast Guard and BP sent deep-sea robots down to the disaster site and no leaks were found at the well or at two other wells drilled during the months-long work to get the out-of-control well capped. They said no sheens were seen on the surface either.
"We saturated that area by both air and sea," said Coast Guard Chief Petty Officer John Edwards. "With no known origin, this sheen ranks up there among the thousands of other quote-unquote mystery sheens that happen every day in the Gulf."
Apparently there was a leak somewhere ? perhaps from a natural seep on the seafloor or some other source, even drilling equipment that sank to the seafloor after the Deepwater Horizon rig exploded on April 20, 2010, killing 11 workers and sparking the largest offshore oil spill in U.S. history. The BP well spewed about 200 million gallons of oil last year.
Ed Overton, a Louisiana State University chemist leading efforts to analyze the BP spill, said samples from sheens found earlier in the week near the site of the disaster matched the fingerprint of the crude that spewed from BP's well.
"It is essentially identical," Overton told The Associated Press when reached by telephone Friday. "It means that it is oil that came from that general area."
He said the amount of oil found was very small and that the sheen ? reported by the Press-Register newspaper in Mobile, Ala., this week._ may have amounted to as little as a gallon of oil. "This is a leak of a real small amount of oil," he said. "We're not looking at a repeat of last summer."
Because the sheen was so small, he said it might be coming from a leak that would be hard to find, perhaps from a "fissure in source rock or from somewhere else."
Overton said it was possible the oil could be from the mile-long pipe called a riser that extended between the Deepwater Horizon and the well when the blowout occurred. The riser, along with the Deepwater Horizon, sank to the bottom of the Gulf. He said oil may have been trapped in the riser and is only now dribbling out. He said the small sheens documented this week resembled leaks in the past found escaping from sunken damaged vessels.
But he added that the oil might have come from a natural seep from the same oil reservoir the BP well was tapping into. There are natural seeps in the area.
BP said it had not sent remotely operated vehicles to look for leaks along the riser, which it said belonged to Transocean Ltd., the drilling company that owned the Deepwater Horizon.
Brian Kennedy, a Transocean spokesman, said the company had not conducted a survey of the riser. He called it implausible for oil to be leaking from that structure.
Federal officials said they did not look at the riser during the recent deep-sea probes of BP's wells.

$103M to expand broadband Internet in rural US | Truth Frequency News

RICHMOND, Va. ? Telecommunications companies in 16 states will share more than $103 million in federal funding to help expand broadband Internet access to those areas of rural America that haven?t been reached by the high-speed service or are underserved, the U.S. Department of Agriculture announced Monday.
Policymakers, public interest groups and telecom companies are seeking to bridge the digital divide by reaching even the most remote pockets of the U.S. with broadband internet, hoping to improve economic and educational opportunities there.
?There?s a big gap that remains between rural and urban areas because it?s just hard to make a business case in rural areas,? said Jonathan Adelstein, the agriculture department?s rural utilities service administrator, in a conference call with reporters. ?Rural areas? future depends upon access to broadband and we?re not where we need to be today.?
The states that will benefit from the funding are: Alabama, Arkansas, California, Illinois, Kentucky, Louisiana, Missouri, Nebraska, Nevada, Ohio, Oklahoma, Texas, Virginia, West Virginia, Wisconsin and Wyoming.
As many as one in 10 Americans can?t get Internet connections fast enough to engage in such common online activities as watching video or teleconferencing, and two thirds of schools have broadband connections that are too slow to meet their needs, the Commerce Department reported earlier this year.
Last year, the Federal Communications Commission released a national broadband plan that set a goal of hooking up 100 million U.S. households to broadband connections of 100 megabits per second by 2020. That?s at least 20 times faster than many existing home connections.
About 28 percent of rural America, or nearly 19 million people, lack access to Internet with speeds of three megabits per second or faster, compared with only 3 percent, or 7.2 million people, in non-rural areas, according to an FCC report titled ?Bringing Broadband to Rural America.?
Adelstein said rural areas lag behind the urban areas of the country when it comes to broadband Internet access because the more remote areas don?t have enough people, have rugged terrain, or it?s too costly for companies to serve them.
One of the grants announced Monday will help provide Internet services to about 570 members of the Karuk Native American Tribe in a mountainous region of Orleans, in northern California.
?It is a remarkably remote place. It?s one of the darkest places from space in the lower 48? states, said Craig Tucker, a spokesman for the tribe.
Tucker said lack of reliable Internet services is a ?limiting factor for economic development? for the tribe and the non-Native community that lives in the area as well.
?There?s not really good cell phone service, or Internet service. Even electricity is a struggle/ A lot of people are off the grid entirely,? he said.
Another grant will help rebuild the broadband infrastructure in Tushka, Okla., which was hit by a tornado in April that killed two people and destroyed or damaged numerous buildings in the community.
Adlestein said there?s still a ?long way to go? in terms of bringing rural America in line with the rest of the country, and he added that one of the challenges is that young people won?t stay in communities without broadband Internet access.
?There?s not a future there for them,? he said. ?Not only do they expect it, but they need it ? if young people want to stay rural areas where they grew up.?
The majority of the funding comes in the form of infrastructure loans of totaling about $90 million for five broadband projects. These projects join others across the countries that are sharing $192 million in loans announced by the Agriculture Department in late July.
About $13 million of the funding is through the USDA?s Community Connect program, which provides grants to rural, economically challenged communities. The funds can be used to build, buy or lease facilities to bring broadband access to community facilities such as schools and government offices, as well as residents and businesses.
The USDA funding is just one of several federal, state and local programs working to expand Internet access to rural parts of the country.

Lee County Lake Is Now Closed for Draining | Herald News Media ...
Effective immediately, Lee County Public Fishing Lake will be closed for approximately 20 months while the lake is drained, improved, refilled and restocked. After providing excellent fishing in the Auburn, Opelika, and Phenix City area for almost 40 years, the large number of small largemouth bass has caused fishing quality to decrease.
Lee County Public Fishing Lake is one of 23 lakes managed by the Alabama Wildlife and Freshwater Fisheries Division (WFF). Fishing quality in Alabama?s State Public Fishing Lakes exceeds the harvest rate in Alabama?s large public reservoirs when comparing the number of fish caught per hour, the weight of fish caught per hour, or the pounds of fish harvested per acre. The secret to the success of the Alabama State Public Fishing Lake program is built upon the pond research conducted at Auburn University beginning in the 1930s under Dr. Homer Swingle and Dr. E. V. Smith.
Ponds are an artificial aquatic habitat. Research, which included trial and error, was used to determine the types of fish that sustain the best freshwater sport fishing. Ponds with the highest angler satisfaction rate contain a combination of largemouth bass and bream, both bluegill and redear sunfish (shellcracker). Limited numbers of channel catfish may be added to increase angler satisfaction. The number and growth of all these fish are increased with a fertilization program. Though larger than farm ponds, Alabama?s State Public Fishing Lakes have been successfully managed for decades to provide optimum sport fishing.
Lee County Public Fishing Lake began to experience a decline in fishing quality in recent years. Anglers using the lake were unsuccessful at harvesting enough largemouth bass from the lake or were unwilling to harvest them. Largemouth bass are highly efficient predators. At Lee County Public Fishing Lake, largemouth bass reduced the number of bream that many of the anglers were hoping to catch, and the result was poor fishing due to a crowded bass population.
Jack Turner, WFF State Lakes Coordinator, encourages anglers to keep the bass they catch when the park re-opens. ?We want to avoid over-population by bass, and angler harvest would be very helpful to us. Not only does bass harvest help the bream fishing, but it actually helps the bass fishing as well,? Turner said. ?When bass are harvested, more food will be available to the remaining bass, so they can grow to a larger size. There?s another good reason for anglers to take their bass home ? they?re delicious. There?s not much that tastes better than a fried bass fillet.?
If the bottom of the Lee County Public Fishing Lake dries in a timely manner, physical improvements can be made to the lake. Shallow areas around the bank will be deepened and several earthen piers constructed so anglers can enjoy better access to deeper water and catch more bass. Fish attractors, such as piles of brush and gravel beds, may also be added. Repairs to the support structure for the existing piers will be made.
Anglers will have to wait about a year and a half until June 2013 to fish at Lee County Public Fishing Lake again, but it will be well worth the wait. Some of the best fishing in ponds and lakes occurs three to seven years after draining and restocking. Until then, anglers looking for a great place to fish will still have Chambers County Public Fishing Lake near Lafayette, which is a half hour from Lee. Barbour County Public Fishing Lake is about an hour and 20 minutes straight south of Lee County Public Fishing Lake, near Midway.
