You should have a drill that is reversible, and has more than one speed. Drills are essential for many home improvement jobs, so make sure you have the right kind before you start your work.

You need to be able to keep everything organized. This is very true when you are using an assortment of materials and tools. To make your job easier, get a toolbox for this purpose. Instead of placing your tool in some random spot, you need to put it in a specific area so that it will not harm you accidentally because of its location. If you have a peg board handy, you can hang your tools on this. Using this, cords and power tools can be stored quickly and efficiently. Everything will go so much more smoothly if you organize your tools for your home improvement project. Safety will also be enhanced by doing all of this work.

Iowa State University President Steven Leath has appointed a committee to conduct the search for ISU's next No. 2 administrator.Elizabeth Hoffman, who has served as executive vice president and provost since 2006, has asked Leath to begin a search to fill her position.She served in the position since 2007 under now-retired President Gregory Geoffroy, who Leath replaced last month. It is common for new university presidents to hire their own team during a leadership transition.Hoffman will continue to serve until the end of this year, unless she accepts another position or a new provost can begin sooner.The search committee is 17 members including university professors, deans, executives, and student body government president.The chairwoman is Wendy Wintersteen, dean of the College of Agriculture and Life Sciences.

Space telescope needs 'big science' support

NASA's newest space telescope project has stayed alive despite a ballooning price tag that now stands at $8.8 billion. But whether or not the James Webb Space Telescope survives into the future may depend upon how well it can maintain the broad political support that helped past "big science" projects ultimately prove successful.

One hopeful example comes from the Hubble Space Telescope that the James Webb Space Telescope is scheduled to replace. That telescope required $10 billion over two decades after early cost overruns and spacewalk repairs to fix a defective mirror in orbit, but still maintained strong support from both scientists and the U.S. Congress despite all of its troubles.

"For big science on the scale of megaprojects, the support of scientists is necessary but the historical record argues it is not sufficient," said Robert Smith, a historian of science at the University of Alberta in Canada. "Big science raises big questions and strong support from outside of the scientific community is needed to sustain a megaproject over a long period."

Not all "big science" projects have been as lucky as Hubble. U.S. physicists once dreamed of building the Superconducting Super Collider, a huge particle accelerator in Texas that would have been bigger than the famed Large Hadron Collider in Switzerland.

But the SSC project failed to become reality because its support never grew beyond a small community of scientists, Smith pointed out during the annual meeting of the American Association for the Advancement of Science in Vancouver on Feb. 18. Such support proved incapable of keeping SSC alive when the political winds shifted against it ? even after $2 billion had already been spent.

"The SSC, it seems to me, never had a very broad base of support outside of the high-energy physics community," Smith told InnovationNewsDaily. "Hence, when the political climate changed with the end of the Cold War and the great concern about federal deficits in the early 1990s and the relative loss of influence of Texas in Washington, D.C., and when the SSC budget increased, the SSC advocates were unable to beat off the attacks."

Some of the scientists who spoke out against the SSC even included Nobel Prize winners, Smith said. By contrast, the Hubble Space Telescope did not face much public criticism from scientists before its launch.

The James Webb Space Telescope may have the funding to move forward, but it faces tougher criticism in a time when its costs cut into the budgets of other NASA programs such as robotic planetary missions. Some scientists have already criticized it for taking up so much of the U.S. space agency's resources.

Still, Smith seemed cautiously optimistic when asked about the chances for the James Webb Space Telescope to successfully launch as the next big science project.

"JWST is still several years from completion, but at this stage it does seem to have a strong coalition of supporters, which will be necessary to maintain," Smith said. "But ask me this question in five years!"

Their View: Lesson of Greek debt

The following editorial appeared in Wednesday s Washington Post:

European finance ministers have agreed on another financial rescue plan for Greece, and this one is the biggest yet. It offers $172 billion worth of debt relief in return for Greek commitments to implement the sweeping austerity measures and structural reforms that it has often promised but not delivered.

Is bigger necessarily better? It depends on which of Europe s announced goals you re talking about. The plan may help ring-fence Greece ? that is, prevent a Greek default from bringing down European banks and, with them, the continent s economy. The key is a 70 percent write-down of most of the country s debt held by the private sector, including banks but also investment funds, pensions and insurance companies. This alone will be worth $130 billion to Greece, if, as expected, all but a few holdouts accept the deal. Henceforth, governments and multilateral organizations will hold the largest proportion of Greek debt.

However, if the goal is to rekindle growth, without which neither Greece s debt crisis nor the similar crises affecting Spain, Italy, Portugal and Ireland can be resolved ? well, then the verdict is mixed at best. For Greece to have any chance to grow, it must eliminate the special-interest privileges, bureaucracy and corruption that have thwarted private-sector growth and eroded competitiveness for years. To the extent that European governments, headed by Germany, insisted

on structural reform, the new program is not only justified but, in the long term, modestly promising.

Yet the plan also forces Greece to raise taxes, slash spending and shrink wages, which, in the short run, only compounds the brutal recession that it has been enduring since 2008. As a newly leaked International Monetary Fund analysis argues, austerity not only makes life miserable for the Greek people but also makes it harder to reduce Greece s debt burden to 120 percent of gross domestic product by 2020, as intended. As the IMF analysis notes, the Greek program may thus remain accident-prone, with questions about sustainability hanging over it. Translation: In a country known for its economic errors, this plan leaves absolutely no margin for error.

Greece may be beyond rescue. With mutual distrust mounting in both Berlin and Athens, default and exit from the Eurozone may be the inevitable ? and, indeed, tacitly contemplated ? consequence of the next Greek failure to meet its debt-reduction goals. What really matters is the lesson that the rest of the continent draws from this harrowing episode, and that lesson is: There s no substitute for vigorous growth. Greece s fellow debtors need to press on with pro-growth structural reforms, even if it means disrupting long-standing protections for politically connected interests. Europe s paymasters must reward their neighbors reform efforts with more than just grudging cash infusions and balanced-budget lectures.

Germany, especially, needs to reduce its addiction to export-led growth, so that its European partners can gain market share. Structural reform must be a two-way street ? or become a dead end.

Some conservative pundits worry that Rick Santorum has not yet shown the ability to be the sort of optimistic unifier ? ? la Ronald Reagan ? that general-election voters tend to prefer.?

We ask this question because it draws together some criticisms of the ex-Pennsylvania senator that have been pinging around the conservative blogosphere in recent days.

It?s a political truism that Americans like their presidential candidates, and their presidents, to be optimistic, even sunny. Think Ronald Reagan, or Bill Clinton when he wasn?t answering questions dealing with impeachment.

But in recent weeks, as he talks about his beliefs on issues from economics to the needs of families, this is not always how Mr. Santorum has come across. In recent days Santorum and his aides have been grumbling that Mitt Romney and Ron Paul conspired against him in Wednesday?s CNN debate, for instance.

?Santorum already has a reputation for being thin-skinned and peevish,? wrote conservative blogger Jennifer Rubin today on her Right Turn blog in The Washington Post. ?This tactic certainly [makes] him seem like a poor sport.?

Of course, the GOP race as a whole has not been distinguished by its cheerfulness. That?s what former Florida Governor and brother-of-W Jeb Bush was getting at Thursday night when he said he finds it ?troubling? that the Republican candidates are ?appealing to people?s fears and emotions.?

According to an account on Fox News, answering questions following a speech in Dallas, Jeb Bush said ?I used to be a conservative, and I watch these debates and I?m wondering, I don?t think I?ve changed, but it?s a little troubling sometimes when people are appealing to people?s fears and emotion rather than trying to get them to look over the horizon for a broader perspective.... I think it changes when we get to the general election. I hope.?

Plus, many Republicans feel strongly about ousting President Obama, and are responding to rhetoric that they consider rousing. Thus in his speech to the Maricopa County Lincoln Day lunch last week, Santorum ended with the tough words, ?It is your honor at stake. Will you be the generation that lets the flame go out? Will you be the generation that succumbs to the siren song that government can do for you" what you can do for yourself?

Maricopa County Republicans gave Santorum a standing ovation for this call. But as Kimberly Strassel writes today in her column for The Wall Street Journal editorial page, US presidential elections are not won by political party bases. They are won at the margins of the electorate, by winning over swing voters. And right now, those margins are not thrilled about the seeming willingness of social conservatives to impose their views of morality on the nation.

This is ?a trend that Mr. Santorum would seem to highlight,? writes Ms. Strassel in her piece, which is headlined ?Moralizer in Chief??

Santorum is a man of evident deep faith who speaks often of the need to revitalize religious institutions and families. Yet he?s also ?left many Americans with the impression that he believes it is his job as president to revitalize these institutions,? according to Strassel, who adds that Santorum needs to find ?a less judgmental way of discussing social issues.?

That said, not everyone agrees Santorum seems more of a scold than others in the GOP field. At an American Enterprise Institute political seminar on Tuesday, AEI scholar Henry Olsen said, ?Santorum, despite his lapses into moralism, is somebody who presents a sunnier personality than Newt Gingrich, a more consistent personality than Newt Gingrich, is somebody who is clearly intelligent and conversant with the issues, unlike Gov. Rick Perry, and is somebody who is not prone to demagogic bombast as are some of the other candidates.?

Aussie PM defends job against colleague she ousted

(AP) ? Australian Prime Minister Julia Gillard won a resounding victory Monday against the party leader she deposed two years ago, Kevin Rudd, in a ballot of Labor Party lawmakers that she had ordered in hopes of putting down strife within her unpopular government.

Following his defeat by 71 votes to 31, Rudd called on his center-left Labor Party to unite behind Gillard. He had warned during his brief leadership campaign that she would lead Labor to certain defeat at elections next year.

"I bear no one any malice and if I've done wrong to anyone with what I've said and what I've done, I apologize," he told reporters.

Rudd said it was time the "wounds were healed" within the party.

Gillard won one of the most crushing victories in a major party leadership ballot of recent years after one of the most vicious public campaigns between rival camps of the same party ever seen in modern Australian politics.

She would have had an additional vote, but one of her supporters had recently given birth and was absent for the ballot.

Gillard called for the leadership ballot within her ruling party last week, soon after Rudd quit as foreign minister, to confirm her authority after simmering leadership tensions that have destabilized the government for months.

Opinion polls show Rudd to be significantly more popular than Gillard among voters, but many lawmakers were dissatisfied with Rudd's performance as prime minister, and there were concerns that Labor's fragile ruling coalition could crumble, forcing early elections, if Rudd were to take over.

A narrow victory could have left Gillard exposed to a second challenge if Labor continued to trail the conservative opposition coalition in opinion polls.

Supporters of both candidates had expected Rudd to gain around a third of the votes. Rudd had vowed that if he lost the ballot, he would remain in politics at least until elections due next year, but he said he would not challenge her leadership again.

Resource Minister Martin Ferguson said while Rudd would not challenge again, another challenger could come forward if Labor's fortunes do not improve.

Gillard was deputy prime minister two years ago when she made a snap challenge to Rudd's leadership. When Rudd discovered how few lawmakers were prepared to support him at the time, he did not contest the ballot and Gillard became prime minister without a vote.

With her leadership confirmed, Gillard must reshuffle her Cabinet to appoint a new foreign minister. Her Cabinet includes ministers who publicly endorsed Rudd.

A respected opinion poll published on Monday showed most respondents thought Rudd would make a better prime minister than would opposition leader Tony Abbott. Rudd's support stood at 53 percent, 34 percent chose Abbott and 13 percent were undecided.

Respondents were more evenly balanced on a choice between Gillard and Abbott, with Abbott leading 38 percent to 36.

The poll also found Labor trailed Abbott's conservative coalition 47 percent to 53.

The poll was based on an Australia-wide random telephone survey at the weekend of 1,152 voters. It has a 3 percentage point margin of error.

    Gov. Jerry Brown takes case for Medi-Cal cuts to Washington

    Reporting from Washington -- Gov. Jerry Brown delivered a message to the Obama administration this week in Washington: Back off.

    The governor wants the federal government to let him make more cuts in the Medi-Cal program that serves low-income Californians and to exempt state schools from new sanctions that could cost hundreds of millions of dollars.

    Brown said he raised the issues in a White House meeting with President Obama and 11 other Democratic governors Friday morning and in a private meeting with Education Secretary Arne Duncan on Thursday.

    Brown told reporters at the White House on Friday that he was asking for "greater flexibility so that we can cut the Medi-Cal program where we need to and ? flexibility on some of the federal restrictions on our education programs."

    Brown's proposed budget, which would take effect in July, depends on about $500 million in annual savings by requiring low-income patients to pay part of their own healthcare costs. The governor would require Medi-Cal patients to pay up to $200 for a hospital stay, $50 for emergency room visits, $5 for routine doctor and dental appointments and $3 for prescription drugs.

    Earlier this month, the Obama administration rejected that scenario. The Centers for Medicare and Medicaid Services, the federal agency that rejected the state's plan, refused to comment about the governor's push or about whether the state ultimately will be given leeway to make the healthcare cuts.

"New measurements with short pulsed beams are scheduled for May," it said in a statement.     The OPERA experiment involves shooting neutrinos from CERN's facility on the French-Swiss border to INFN's Gran Sasso National Laboratory, 450 miles (732 kilometers) away. The faster-than-light finding was recorded when 15,000 neutrino beams were pumped over three years from CERN to Gran Sasson.

    CERN said one of the potential effects concerned an oscillator used to provide the time stamps for GPS (Global Positioning System) synchronizations, which could have led scientists to overestimate the neutrino's time of flight.

    The other effect appeared likely to be more significant in the faster-than-light finding of the original OPERA experiment.

    "The second concerns the optical fiber connector that brings the external GPS signal to the OPERA master clock, which may not have been functioning correctly when the measurements were taken," said CERN. "If this is the case, it could have led to an underestimate of the time of flight of the neutrinos."

    Physicists had long suspected that some experimental flaw was behind the faster-than-light results but could not put their finger on it ? until now. "A possible explanation has been found. But we won't know until we have tested it out with a new beam to Gran Sasso," CERN spokesman James Gillies told Reuters.

    When the results were first reported, OPERA team members said they had checked and rechecked the experiment for many months, looking for anything that could have produced a misreading.

    A second test whose results were announced in November appeared to provide further evidence that neutrinos were traveling faster than light. But many experts remained skeptical.

    University of Chicago physicist Edward Blucher said the original finding would have been breathtaking if it had been true. As it was, the research inspired many spirited discussions, if few believers.

    "I don't think I met anyone who said I bet it's going to be true. I think the people on the experiment worked as carefully as they could, and I think they ran out of ideas of what could be wrong and they decided to present it," he said. "Maybe they should have waited a few more months."

Ask yourself :Are you excited about achieving a personal goals? If you are not if will be difficult to accomplish.

    Keep your goals close to your heart. Most individuals will lose steam and grow tired because their goal doesn?t have any personal passion. You passion to help you stay focused during the difficult times. If you do not like your goal, then think how you can re-focus your personal goal to better match your needs. You may need to change the goal or rewrite it. If inspiration is missing, there will not be any motivation. .

    2. Personal goal setting:

    Once you decide on a goal setting method you should include short and long-term goals. If you don?t set goals, you won?t have a definite path of self improvement. Take the time to write your goals. A goal setting plan may sound daunting, but it is really nothing more than goals, strategies and implementation.

    ANALYSIS: Santorum's campaign takes the direct approach by using Romney's own words against him in an ad released days before Michigan's GOP presidential primary on Tuesday. The spot stands out for its stylistic choices. It's effectively a silent film; no narration, just dramatic sound effects designed to get the viewer's attention.

    But as content goes, it's fairly standard attack-ad fare. Citing a variety of media, the ad seeks to chip away at Romney's conservative credentials, mostly by highlighting the former Massachusetts governor's past comments.

    Romney did say he doesn't line up with the National Rifle Association. He did support abortion rights in previous runs for office, though never as a presidential candidate. A Romney adviser also did say the health care plan Romney put in place in Massachusetts was the basis for the national plan President Barack Obama signed into law nearly two years ago.

    But two of Santorum's claims are questionable.

    Fees and taxes did increase under Romney's leadership in Massachusetts. But Romney, for the most part, fought off tax increases while in office. He advocated a reduction in income taxes, which won him plaudits from anti-tax groups. He did raise business taxes by $140 million and approved millions of dollars in new fees and fines, which makes Santorum's claim technically true but not the whole story.

    As governor and in his tenure running the 2002 Olympics in Utah, Romney did seek earmarks, or targeted spending, from Congress. But Santorum, a former Pennsylvania senator who secured millions of dollars in earmarks for his states and who defended the practice during a recent GOP debate, is hardly untarnished on this issue. Romney and Santorum both have said they would seek to end the practice of earmarks if elected.

    Santorum's decision to air his second negative Romney ad reflects the reality of the race in Michigan. Santorum, who had led in many polls in the state, has begun to see his lead shrink and is fighting back. If he's to continue to build on momentum from recent victories in Colorado, Minnesota and Missouri, he will have to defeat Romney in Michigan. Romney's supporters have spent millions on ads attacking Santorum's record.
